This week's bulletin was sent out earlier

4U1VIC, VIENNA INTERNATIONAL CENTRE
Jun/JH4RHF and his DL friends will
activate 4U1VIC during the upcoming CQWW DX CW Contest as a Multi/Single
entry. Station 4U1VIC is located in Vienna, Austria. PLEASE NOTE: Although
4U1VIC is a separate multiplier for the CQWW DX CW Contest (also, separate
country for CQ DX and WAE awards), it is not a separate entity for DXCC
purpose. All QSLs go to the CBA, or via the OE Bureau.
ANTARCTIC NEWS
Operator VU3BPZ will be leaving to go to Maitri Base for
a second term on December 2nd and promises to be active from India's
Antarctic Base (WAP IND-03). He is expected to reach Maitri Base on
December 22nd. He is expected to check into the AIRNET on 14150 kHz
every day at 1400z, and then he will try working DX on his own.
BV0, TAIWAN
Look for operators Robert/BV3FG, Bill/BV3BW, Kenichi/JP1RIW,
Shigeyuki/JH0KHR and Tatsuhiko/JD1BKQ to be active as BV0J during the
CQ WW DX CW Contest (November 27-28th) as a Multi/2TX entry. QSL via
BW0IR, by the Bureau or direct.
CE0 ISLAND HELP NEEDED
Marco, CE6TBN, informs OPDX that he is gathering
information of past expeditions and operations in Chilean islands, such
as San Felix (CE0X), Easter Island (CE0Y), Juan Fernandez (CE0Z) or any
other island, from 1980 through now. This is to update his Web site. To

CE0Z, JUAN FERNANDEZ
Eliazar, CE0ZIS, will be on the air next week from
here for about 10 days. Activity will be on all bands. QSL via his "NEW

CO8, CUBA
Juan Carlos, CO8TW, will be active in the CQWW DX CW Contest
(November 27-28th) as Single-Op/Single-Band (20m)/Low-Power entry. QSL

Eduardo, CO8LY, will be active in the CQWW DX CW Contest
(November 27-28th) as Single-Op/Single-Band (15m)/Low-Power entry. QSL
via EA7ADH.
KG4, GUANTANAMO BAY (Update)
Operators Jose/N4BBA, Tip/N4SIA and two
others will be heading down to KG4-land, January 18-25th. Callsigns will
be KG4SB (QSL to N4BAA) and KG4AS (QSL to N4SIA). Two other callsigns
will follow for the other operators. They will have up to three radios
going at a time, and they will be concentrating on CW/RTTY/DIGITAL on
all bands 160-6 meters. There are no amplifiers available at the club
station as this was being written, so barefoot rigs will have to do the
trick for now. The group is looking for a small 6 meter antenna to take
down and possibly donate to the club station. If you have a point of

KP2, U.S. VIRGIN ISLANDS
Ann/W2AZK and Brian/KF2HC will sign homecall/KP2
from the island of St. Croix, USVI, January 7-14th. Look for them on
160-6 meters SSB and CW with a special emphasis on the WARC bands as
conditions permit. QSL to their home calls direct or via the bureau.
LIGHTHOUSE ACTIVITY
Members of the Union de Radioaficionados de Gijon
(EA1URG) will be active from the Faro de Cabo de Penas Lighthouse (ARLHS
SPA-037) on December 18-19th. The callsign will be ED1PFA. The operation
will be under the authority of the "Autoridad Portuaria de Gijon". This
is one of the most emblematic lighthouses in Spain, situated on the Cape
of Penas, Asturias. Today it serves as a differential GPS navigation
service station. They plan to show up on HF, VHF and UHF on all modes.
Also, there will be PSK31 and RTTY. QSL via EA1URG; by the bureau is OK.

PJ4, NETHERLANDS ANTILLES
Operators Jeff/KU8E, Mike/W9RE, Harold/N4GG
and Mark/N5OT will be active from Bonaire between February 15-22nd. The
team will be active as PJ4R for the ARRL DX CW Contest (February 19-20th)
as a Multi-2 entry. QSL via N4GG. For activity before and after the
contest, the operators will sign PJ4/homecall.
PY0S/ZW0S, SAINT PETER AND SAINT PAUL ROCKS
Joca, PS7JN, will operate
from here from November 25th to December 10th. The callsign is unknown
as this was being typed. It may be PY0S/PS7JN, ZW0S or PY0SA. Jose states
that the government will issue the callsign once the DXpedition begins.
He intents to operate on all bands and modes in his spare time or during
good propagation.
QSL INFO AND NEWS
Online logs for HF0QF and HF0POL operated by Voytek, SP5QF, are now

The current logs include QSOs made through September 18th, and they
will be updated as soon as Wanda, SP7IWA, receives the new ones.
HF0QF/HF0POL operates from the Polish base 'Arctowski' (SP-01 for
the Antarctica Award) on King George Island, South Shetlands (AN-010).
QSL via SP7IWA. Wanda is also the Antarctica Award checkpoint for
Poland.
Tim, WD9DZV, informs OPDX that he is now the QSL Manager for Greg, SU9FL. Greg was heard this past week on 20/15/12 meters RTTY.
TOP 5 QSL MANAGER NOMINEES. John, K1XN, of the GOLIST (QSL MANAGER LIST), conducts an annual survey to determine the TOP 5 QSL MANAGERS for the year, based upon nominations from DXers world wide. This is, of course, just an opinion poll and not a scientific poll, so it is just RELATIVE. DXers around the world are asked to submit the callsigns of their TOP 5 QSL Managers for 2004 based solely upon their opinion of how the QSL Manager responded to there QSL requests. John is accepting your nominees for TOP 5 QSL MANAGERS starting December 1st and ending February 1st, 2005. He will keep a running tabulation and then report the results mid-month February 2005. John stated that he had over 2500 responses last year, and maybe we will again surpass this mark this year. S9, SAO TOME AND PRINCIPE (Update/Change)
Another press release was
sent out by Jarmo, OH2BN, on November 23rd, which updated the OH team's
activities: "The group at Sao Tome and Principe, S9 - OH2BH, OH2PM and
OH2TA - has had a slow start on setting up because of a tropical storm,
lightning and heavy rain. Also, low bands have been very noisy all along,
but things may get better. Today they have managed to hoist StepperIR
beams and a 160M antenna. Activity can be expected on additional high
bands as well as on 160M tonight. Low band operating will turn to CW
only as of Wednesday, and return to SSB only after the CQWW CW Contest.
The operation will last another week, until December 3. Sao Tome may
well become another DX location for this group as they observe propagation
and local conditions. So far they have found everything friendly and
workable. They have a large back-up generator, for example, on site.
As another gesture from the local telecom administrators, the first 1x1
callsign was released for the upcoming contest: S9A will be activated as
of 2359 UTC on Friday. QSL via OH2TA. The group is grateful to the licensing
authority, Sr. Fernando J. Pasquete da Costa of CST, Sao Tome as well as
to their local manager, Mark Davis of Marlin Beach Hotel of Sao Tome:
VK9N, NORFOLK ISLAND
Mike, K9NW, informs OPDX that he will be here
November 24-30th. He plans to be active in the CQ WW DX CW Contest as
VK9NW as a Single-Op/All-Band/Low-Power entry. Mike will only use wire
antennas. QSL via K9NW.
VU4, ANDAMAN ISLANDS (Update)
Bharathi, VU2RBI, and her team will be
leaving for Port Blair, South Andaman Island (IOTA AS-001), before December
3rd. Charles, K4VUD, reported this week that the VU4 DXpedition's budget
is 20,000 USD. He has bank wire transfers of 2,000 USD (donations received
so far) to Bharathi/NIAR. Charles also mentions a few items in his updates
on the upcoming operation. He states:
1. HUGE thanks to all who donated money to date. Bharathi and her family will now NOT be in debt for the airplane tickets. We are still working on paying for her hotel stay at 85.00 USD/night in the hotel with the clear over-water shot to E, N, and W on high cliff overlooking the ocean.Please remember that funds are still needed for this operation. Donations/funds should be directed to: National Institute of Amateur Radio, Raj Bhavan Road, Hyderabad 500 082, India. Funds can also be sent to the Charles, K4VUD. Charles states, "Any and all donations that come to me will be completely used to assist this DXpedition via the National Institute of Amateur Radio in India, the umbrella sponsoring agency who, BTW, is allowed to receive foreign funds." K4VUD mail address is: Charles Harpole, 3100 N. Hwy. 426, Geneva, FL 32732 USA.2. The plan is to have two locations active, separated by several miles, on the same island. So far, no linears are available.
3. Due to the rapid formation of this DXpedition, no organization has been able to get support together and no manufacturers of equipment (except XM tuners) have been able to get on line.
4. The only pilot possibility is VU2MY at the NIAR (niarvu4@gmail.com). He will know QSL info.
5. Please remember this is a "mighty lite" operation that is establishing that ham radio is "OK" on Andaman, NOT a huge arrival of top opertors with tons of gear, so be nice and patient, please.
WH2, GUAM
Joel, KG6DX, informs OPDX that he will be active as WH2A in
the CQ WW DX CW Contest as a Single-Op/Single-Band (15m) entry. Please
QSL via KG6DX, CBA or QRZ.com address.
YE0, INDONESIA
Stan, YB0AJR (OK1JR), will be active as YE0X from Jawa
Island (OC-021) during CQ WW DX CW Contest as a Single-Op/Single-Band
(80m)/High-Power entry. He will be looking for EU, JA and USA especialy
around his sunrise/sunset time (2300z/1100z). QSL via OK1JN (his dad).
ZK1, SOUTH COOK ISLANDS
Mike, W7DRA, informed the Topband/Contest
community that he will be at Victor's house (ZK1CG/ZK1USA) for the CQWW
DX CW Contest and possibly the ARRL 160m Contest. He will probably be
using his TS930 and antenna farm. Mike states that for the intervening
days, he will be at the edgewater or the Kii Kii cottages with his HW16
on the following frequencies: 1808, 1818, 1828, 1841, 3514, 3533, 3541
and 3560 kHz (or possibly other frquencies if he uses his VFO instead
of his "ROCKS"). He will be on most nights from the November 25th to
December 6th.

NIAR is conducting programs to popularize and promote amateur radio activity in the country particularly among youth to create a valuable human resource in the field of electronics, communications, communication, satellite, space and information sciences. Amateur Radio operators make radio contact using transmitters and receives and exchange information on places, people, culture, science and technology etc., We are pleased to inform you that sponsored by NIAR, Mrs. Bharathi Prasad VU2RBI as team leader, a five member team is proceeding to Port Blair, Andaman and Nicobar Islands to conduct a Dxpedition (Expedition in Amateur Radio) w.e.f. 3-31st December 2004. Special Permission of Govt. of India to Andaman and Nicobar Islands-2004 Dxpedition team is granted – the copy of the letter enclosed. This team will reach out to over 5,00,000 families in every nook and corner of the world. There are over 30,00,000 lakh in entire world including 12,000 in India looking to make a contact with the expedition station. Similar Dxpedition was conducted to Lakshadweep Islands was conducted in 1983 and 1989 and Andaman and Nicobar Islands in 1987. This has brought tremendous worldwide publicity earlier. Radio amateurs come from all walks of life like Students, Professionals, Engineers, Doctors, Consultants, Military officials, Bureaucrats, Political Leaders, Kings etc., Mr.Dayanidhi Maran, VU2DMK, Mrs. Sonia Gandhi, VU2SON, Late Mr.Rajiv Gandhi, VU2RG are also HAMs. Realizing potential of HAMs to promotion / developments in Science & Technology and Tourism and others like Sports, Youth etc., it was given first priority by late Mr.Rajiv Gandhi, VU2RG in 1980-83 as Congress Party General Secretary as M.P. It was his direct involvement NIAR came into existence at Hyderabad. Amateur Radio activities (Hams) is much more than Disaster Management/Disaster Mitigation as is generally perceived in India. Thus, Dxpeditions are also part of promotional and developmental activity. The main objective of this expedition: 1. To conduct basic evaluation, R & D on radio propagation tests with state of the art equipments held by Indian Hams. Thanks to Department of Information & Technology, Government of India support received in this regard. 2. To prove the capabilities of Indian Hams to reach out to millions of people across the globe by establishing direct radio contact with as many people as possible. i.e., To promote International understanding. 3. To Promote Tourism to India more particularly to NIAR, Hyderabad and popularize our developmental issues. 4. To prove Indian Ham's capabilities in Science and Technology excellence by operating several modes of latest state of the art in communication equipment in this expedition which is watched by all the world. 5. To encourage many leading International Institutions/Individuals of the world appreciate the developments - facilities available at Hyderabad for conducting international Hamvestion. The size/capacity of over 10,000 delegates are held regularly in 25 developed countries USA/ Europe / Japan etc., These are held very frequently in every year. 6. To demonstrate/Exhibit "People's participation in many developed & high tech areas - To/attract Professional / Amateur visitors to India" on a scale that is never seen before. 7. The publicity generated by this expedition can be seen from several journals all over the world. This is besides regular appreciations that is going on already in the air. Since this DX Pedition operations between 03-31st December 2004 provides great opportunity to develop "Public relations to several countries of the World" at a cost that is negligible to the tangible benefits acquired for a long time. This is an International event with International Participation. The Govt. of India, Govt. of AP are encouraging this event besides sponsorship by Many International associations /Hams and NIAR.
